Neither is law. The 85% guide says a laden caravan should weigh no more than 85% of the car’s kerb weight, especially for new towers. Noseweight should press down on the tow ball, within the car’s and tow bar’s limits; 5–7% of the laden trailer is a common target.
The 85% guide
nidirect: "guidelines recommend that the laden weight of your caravan does not exceed 85 per cent of the unladen weight of your car. Although this is not a necessity by law" (nidirect). The Camping and Caravanning Club says experienced towers may go up to 100%. It is never a reason to exceed the car's towing limit.
Noseweight
The Highway Code says to put heavy items over the axle "and ensure a downward load on the tow ball", within the manufacturer's limits (Highway Code rule 98). Too little noseweight can make a trailer sway. The 5–7% figure is industry guidance, not an official one.
Measuring it
A noseweight gauge, or a bathroom scale under a length of wood at hitch height, gives the figure. The trailer should be level, as it sits when hitched.
